Independent Review & Program Evaluation

Robert Olson has provided independent third-party reviews; formed expert advisory panels to support decision-making; developed review methods and procedures; evaluated projects and programs; and recommended changes and supported their adoption and implementation.

Example projects include independently reviewing the effectiveness of the City of Los Angeles’ recovery and reconstruction element of the city’s emergency response plan that was implemented after the 1994 Northridge earthquake, providing disaster preparedness programs and training evaluations and technical assistance to the U.S. Office of Foreign Disaster Assistance (OFDA), forming a panel of earth science and engineering experts to independently review the design of San Bernardino County’s Foothill Communities' Law and Justice Center, which was the first building in the United States to use a base isolation foundation system, writing a policy assessment of the first ten years of the National Earthquake Hazards Reduction Program, and preparing a report for Congress’ Office of Technology Assessment that focused on federal-state coordination and earthquake safety policy and program development in about 30 states.
